What Is Certified Payroll?

Certified Payroll Reporting is the process that government contractors record and report benefits and wages paid to their employees. The Davis-Bacon Act of 1931 requires wages to be paid on government-funded construction projects. Employers must create “certified payroll,” which is a detailed report that proves that they are in compliance and information is true and accurate. The Davis-Bacon Act, applies to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair of public buildings or public works. Davis-Bacon Act requires contractors and subcontractors to pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area. The Davis-Bacon Act directs the Department of Labor to determine such local prevailing wage rates.
